Dawn Rudolph

I help disability organizations navigate shifting regulatory and political landscapes while continuing to meet their mission.
I am a disability systems expert and policy implementation strategist with deep experience transforming services, strengthening organizations, and shaping national agendas with and for people with disabilities. My visionary, values-driven approach is grounded in equity, partnership, consumer control/person-centeredness, and practical innovation to translate research and policy into practice. I bring lived and family experience with a range of visible and invisible disabilities and neurodivergence.
Nationally recognized for capacity building, grant strategy, HCBS quality, and DEI advancement, I serve as a bridge between communities, universities, government agencies, and other partners, and bring a broad network for collaboration. I am trusted by community-based organizations, advocacy leaders, university centers, and federal funders to navigate complexity and deliver inclusive, person-centered solutions. As a former Senior Director at AUCD, state disability agency administrator, and community service provider, and member of the recent HCBS Quality Measure Set Review Workgroup, I am pleased to contribute to local, state, and national efforts in the wake of federal funding changes.
